Look for the Trusted User badge. Users with the badge have a very high feedback rating with at least 10 transactions under their belt.
Tickets are a way to limit freebies to users who have given away freebies of their own. A user receives 5 tickets for each freebie (no tickets) that they have had successfully redeemed by another user. You can also earn tickets by requiring tickets when you create your Free Listing. For example, when a user "purchases" a freebie for 3 tickets, those tickets will be removed from that user and transfered to you for further freebie redemptions.
Use judgement when dealing with users that have negative feedback. Sometimes bad things happen to good people, so read the feedback comments and feel it out.
